The revised Sarva Shiksha Abhiyan (SSA) programme, enforced April this year, will be implemented from 2011.
According to a written reply to the Rajya Sabha, HRD Minister Mr. Kapil Sibal said SSA will be the main vehicle for implementation of the Right to Education Act. The SSA has been revised to meet the requirements of the RTE Act making provisions for teachers in accordance with the norms of pupil teacher ratio.
The Centre-state ratio for funding will be 65:35. In 2010-11 the centre budget for SSA has been increased to Rs. 19,000 crore from Rs. 15,000 crore. To impart quality education to all those 6 to 14 years old, the RTE Act will require 5.08 lakh teachers, 3.10 lakh part-time teachers/instructors and 14.25 lakh additional classrooms.
SSA is India’s main programme for achieving Universalization of Elementary Education in a time bound manner as required by 86th Constitutional amendment making free and compulsory education to children of 6-14 years, a Fundamental Right.
