With the constant and mounting pressure over the issue of bringing the Right to Free and Compulsory Education Act (RTE) into effect, the centre has promised to bring the Act into effect very soon. This happened after the Supreme Court expressed anguish over the Centre’s lack of interest shown in this matter.

Once the Act comes into effect, it would make compulsory for every child between 6 and 14 years to go to school. Solicitor-general Gopal Subramaniam has also assured of quick implementation of the Act.

A Bench headed by Chief Justice KG Balakrishnan informed about the gains of the Act. The Bench observed that as soon as the Act gets implemented in letter and spirit, the horrible face of child labour would be driven out for ever and binds every child to be in school rather than being at work.

In 1993, the apex court first brought into focus the right of children to free and compulsory education. The Act was akin to the Parliament enacting the Right to Education Act in August last year. Even after passing of long time, the Act was still to be notified to enable its implementation.

Solicitor-general Gopal Subramaniam is of the opinion that school was the place for children, thus ‘the Right to Education Act will be brought into effect very soon’. He said that with the implementation of Sarv Shiksha Abhiyan, things have improved drastically in this regard.

Subramaniam also pointed out to the fact the dropout rate of girl children from schools has lowered almost three times and once the (RTE) Act is put in place, the perennial problem of child labour and their education would be solved soon.
